President Benigno Aquino III didn’t answer the question on who ordered the Philippine National Police-Special Action Forces to swoop down over the weekend on Mamasapano, Maguindanao to arrest suspected Jemaah Islamiyah leader Zulkifli bin Hir, also known as Commander Marwan. Instead, the President said the policemen were acting on an enforceable warrant against the alleged bomb-maker.
