Justice Secrtary Vitaliano Aguirre II on Sunday said he has ordered the National Bureau of Investigation (NBI) to investigate the alleged massive pay-offs in the Bureau of Immigration (BI) in connection with the arrest of more than 1,000 Chinese nationals involved illegal online gambling operations in Clark, Pampanga.
