Can Pinoys now fish at Panatag? Palace tells fishers to ‘test the waters’

Malacañang is still uncertain whether China will now allow Filipinos to fish in the Panatag Shoal but presidential spokesman Secretary Ernesto Abella said it would be best if the fishermen “test the waters” in the disputed areas.
