Brillantes: PCOS machines counting non-existent votes only in isolated cases

Commission on Elections chairman Sixto Brillantes Jr. admitted Thursday there were instances the Precinct Count Optical Scan (PCOS) machines counted votes not shaded by the voter but said it was an isolated case.
