“The BBL (Bangsamoro Basic Law) is not a tool for insurgence. It is a move, a first step to unite all the peoples of Mindanao to a forge common peace for the sake of progress,” Moro Islamic Liberation Front vice chairman Ghazali Jaafar said in a news forum Wednesday.
