Apart from local government permits, commercial fishing operators will have to secure operating permits from the Bangsamoro regional government—once it is put up—to operate within the proposed resource-rich waters of the Bangsamoro in Mindanao. “This is a balance to protect all fishermen and to give them equal opportunity to earn their keep, whether they are commercial or sustenance fishermen. This is not a unilateral decision. This is a product of negotiations,” Peace Process Undersecretary Jose Lorena said.
